1、Founded
the economic and trade exchange between Cross-Strait and
advanced the peace interaction of the Taiwan Strait
The military conflict and military
confrontation between two straits had been going on for 40 years
(1949~1989). In 1989, Chang Pen-Tsao concurrently and separately
registered and established the 「Chinese
Commercial And Industrial Coordination Society (Taiwan)」and 「Economic
and Trade Coordination Committee for the Two Sides of the
Straits (Mainland)」in
Hong Kong with the China Council for the Promotion of
International Trade. In addition, the cooperation agreement was
signed (that was the first cooperation agreement between
Cross-Strait). Thereafter 1500 people were convened in 1990 to
participate in the 「Cross-Strait
Commercial Economic & Trade Symposium」
in Beijing and this was the beginning of ice breaking between
Cross-Strait and started various civil exchanges between
Cross-Strait with historical contribution to advance the peace
interaction between Cross-Strait.
2、Hastened
the birth of the Securities Investment Trust Act and advanced
the internationalization of finance in Taiwan
Being
the chairman of the Finance Committee of the Legislative
Committee in 1987, extensive effort was spent on hastening the
birth of the Securities Investment Act so that Taiwan can
formally issue funds and the finance of Taiwan can be
internationalized. In
addition, Kwang-Hwa Securities Investment Trust Co., Ltd.,
Global Securities Finance Corp., Taiwan International Securities
Group, Taiwan International Investment Management Co., Ltd. were
established consecutively so as to develop the domestic
securities and finance industry.
3、Established
the Commodity Bar Code that was beneficial to the modernization
of the commerce of Taiwan
The
Article Numbering Association of the R.O.C. was established in
1986 to drive the placement of bar code on the commodities and
this could provide great help for Taiwan to step into
modernization.
4、Pushed
tax reform and reasonable tax
In
1987, the 「R.O.C. Tax Reform
Advance Association」was
established by combining with relevant personage that provided
great help to the development of commerce and industry.
5、Strengthened
group organization and presented reform suggestions
During the period of being the
chairman of Taiwan Chamber of Commerce, Chang Pen-Tsao enhanced
the subsidy on the association affairs fund of the member group
and conducted commercial exhibitions resulting that the
association affairs operation of various grades of member groups
and communication and liaison could be strengthened. The voice
of the commercial sector was reflected at the right time so as
to maintain its rights and benefits. The strength of the
commercial sectors was gathered together to study and discuss on
the finance and economic policy and suggestions were presented
to the government. In addition, the function of being the bridge
between the government and the commercial sector was brought
into full play so as to jointly advance the progress of the
commerce and industry.
6、Assisted
in the publicity and guidance of government orders and
implemented services to commercial companies all over the
country
During
the period of being the chairman of Taiwan Chamber of Commerce
and in order to cope with the e-policy of the government, Chang
Pen-Tsao took the lead to establish the largest commercial
chamber net in the country - 「Taiwan
Chamber of Commerce Website」（http://www.tcoc.org.tw/）to provide instant and
professional information service to domestic and overseas
commercial personage and to assist the government to publicize
and guide government orders and regulations.
In addition, by coping with the economic and trade promotion
policy of the government, the issue of Certificate of Origin was
processed. Assistance was provided in foreign trade promotion as
well as various commercial chambers in various counties and
cities to establish small and medium commercial service center.
Undertook the government small and medium commerce service.
Conducted various professional lectures and service that
provided help to all commercial companies.
7、Devoted
in the advance of international diplomacy and economic &
trade relationship
Actively
advanced the civil economic, trade and diplomacy all over the
years and developed close contact with foreign governments and
economic/trade units. In
addition, assistance was provided in the materialization of
establishing sister club relationship between the Taiwan Chamber
of Commerce and various national chambers of commerce in USA,
Canada, Japan and Korea. Moreover, groups were formed at the
right time to visit and receive foreign guests and at the same
time assistance was provided to various countries to conduct
investment seminars in Taiwan and won recognition and therefore
Chang Pen-Tsao was appointed as the Honorary Consul General of
Republic of Honduras in Taiwan resulting in the enhancement of
the economic and trade relationship between R.O.C and Honduras.
8、Popularize
abacus, cultural education and social service work and is
enthusiastic in public welfare
Actively conducted domestic and foreign abacus
calculation contest and promotion activity. Inaddition, the TISC Culture
& Education Foundation and the Chinese Culture And Economic
Association were established in 1995 and each year several
million dollars were donated to sponsor domestic and overseas
groups and conducted various public welfare and cultural
education activities.
